I have been running consumer promotions in Europe since 2010, and the same problem kept coming back: a campaign that is simple in one market turns into a coordination exercise in five. A different agency here, a different law firm there, technology from a third party, and a brand team in the middle holding it all together.
Competence Alliance exists to remove that middle. One contract, one accountable partner, one platform, and an independent licensed attorney in every market we operate in. That is the whole idea. It is also why brands stay with us from one campaign to the next.

The people behind the Alliance
The Alliance Board is made up of four managing directors elected by the member companies. Each member company holds three votes, and the Board is elected for one calendar year, so a seat is never automatic. The Board sets the direction, campaign delivery is run by the operating team, and every engagement is contracted with one accountable company, so clients keep one point of contact throughout.

The layer above the companies
The Board sets the direction, the member companies do the specialist work — and these five run across both. They are the coordinating layer, not the whole team: each of them is backed by the local staff of the member companies, and further cross-company account managers work underneath them. They route your campaign to the company that fits it, direct that company’s teams, and stay accountable to you throughout. You never have to coordinate those companies — but you can always see them: which member company delivers which part is named in the offer and in the subcontractor list, so your procurement can approve them.

Specialists in every field, one partner on your contract
Each member excels in its own domain while contributing to a shared vision: marketing solutions that hold up in the market, and in front of a regulator. From ideation and platform development to campaign execution and regulatory safeguarding, the Alliance covers the entire journey. Every engagement is contracted with Promo Consulting Solutions GmbH, Berlin. The member companies deliver under its responsibility as named subcontractors, so you hold one contract, one invoice and one liable counterparty.
The members are legally separate companies, working in digital and marketing, events and software engineering. Some of them hold shares in one another, in some cases wholly and in some cases in part; between others there are no shareholdings at all. Which company delivers which part of your campaign, and how the shareholdings run, is set out in the offer and in the subcontractor list before you commit. Alongside the members sits a network of licensed attorneys, one in each of the 41 markets, engaged and paid by us — the Alliance is not a law firm and provides no legal services.
Compliance before launch, not after
Prize taxation, permits, age limits and disclosure are handled before a campaign goes live. Since 2016, no campaign we have coordinated has, to our knowledge, been stopped by a regulator or court.

How a campaign is staffed

The member companies are legally separate. Some hold shares in one another, wholly or in part; between others there are none. This is not a group under common control: your contracting party and your counterparty for liability is Promo Consulting Solutions GmbH alone.
150+ specialists across the member companies, working in more than 20 languages. Campaign build, creative, data, payouts and consumer support are staffed from there. They are not exclusively assigned to one client; who staffs your campaign, in which role, is named in the offer.
They decide which member company delivers which part, set the direction, and stay your counterpart from brief to final report.
A licensed attorney in each of the 41 markets, engaged and paid by us. They draft the participation terms and sign off the mechanic before launch, in their own market and in their own language.
Receipt validation runs on the platform: in a benchmark 95.5 % of receipts were decided automatically and the uncertain ones went to human review before payout. Consumer support answers in the local language.

Who is liable, who processes, who owns what
You do not have to coordinate the companies in the network. We can still name them, and we do so before you sign. The six answers a vendor assessment needs:

Which member company delivers which part is named in the offer and in the subcontractor list, before you commit. Members that hold shares in one another are listed like any other subcontractor and are subject to the same approval. Your procurement approves them; you never have to coordinate them.
Promo Consulting Solutions GmbH acts as processor for your campaign data. Member companies and hosting providers act as sub-processors and are listed. Processing and storage take place in the EU.
Set out in the services agreement, together with the execution guarantee: if a market has to be stopped or re-run because of an error we are responsible for, we refund the operating fee for that market.
Promo Consulting Solutions GmbH carries public liability (Betriebshaftpflicht) and professional indemnity (Vermögensschadenhaftpflicht) cover. A certificate naming the insured entity, the sums insured and the territorial scope is provided on request, before contract.
You are the controller of the campaign and participant data; we process it on your instructions and you can export it at any time in a structured format, within the consent, the purpose and the legal basis it was collected under. The content created for you is yours. We retain the rights in the FIBRE platform and its components.
Further evidence, for example on continuity and recovery planning or on screening of payout recipients, is provided as part of the vendor assessment. Company master data, invoicing, documents and the things we do not hold are on the supplier pack.
