The promotion platform for 41 European markets.
Purchase promotions, gamification and loyalty on one system – from a single campaign to an always-on programme. With line-item basket data and each market's compliance already built in.
Fixed operating fee. Pre-agreed price per confirmed receipt. One contract.
Send a brief and you get a complete concept back at a fixed price, within three business days.
In live campaigns, odds and prize pools are fixed before launch. Each individual outcome is generated at entry time, without manual intervention.
Built with the same mechanics we ship for brands. Two of them to try; we configure them for your brand in days.
And that is the smallest thing FIBRE® does. Behind a single mechanic sits the platform that validates receipts, screens fraud, pays out across borders, reports live and holds compliance in 41 markets.
Campaign, participant and distributed-value figures cover campaigns run since 2010 and are estimates. They cover the campaigns of the Competence Alliance and the people in it across that whole period — not only those run since 2016 under Promo Consulting Solutions GmbH, and not only those run on the FIBRE® platform. Distributed value covers cash payouts and the face value of digital vouchers and codes issued to consumers.
We never publish a client's confidential data, and never will yours. Under NDA, and only where that client has released it, we can walk serious prospects through a comparable campaign we have run.
Where these figures come from and what each one covers: all results →
Ask about a comparable campaign
We do not publish client numbers and we do not pass on client contacts. What we can do is ask.
- You tell us your category, your markets and the mechanic you have in mind.
- We identify a campaign of ours that is comparable, and ask that client whether we may discuss it with you.
- If they agree, we walk you through that campaign under NDA, at the level of detail they have released.
Buy, play, come back.
Three families of mechanic run on the same engine, with the same validation, the same payouts and the same compliance underneath. Mix them inside one campaign or run them side by side.
Buy, prove, get rewarded
- Cashback and rebates
- Instant win and prize draws
- Receipt upload, on-pack and in-pack codes
- Sampling and couponing
- Free-entry route wherever a market requires one
Take part because it is fun
- Quizzes and knowledge games, which in many markets also keep a promotion out of lottery law
- Photo and video contests with moderation and jury or public vote
- Voting, polls and preference questions
- Spin the wheel, scratch cards, advent calendars and other seasonal formats
Come back, not just once
- Loyalty programmes with points, tiers and a reward catalogue
- Year-round, not a campaign with an end date
- A Brand Hub that stays live between campaigns
- Every campaign starts with the audience the last one built
Four of them as a finished interface: branded for your product, run end to end on FIBRE®. Illustrative examples with fictitious brands.
Quizzes, standard game mechanics and gamified journeys are part of the operating fee. Elaborate custom games are quoted separately and shown as their own line. What is included.
We are changing how brands and shoppers meet.
Consumer promotions are in the middle of three shifts. We did not wait for them — we built the platform around them, which is why FIBRE looks different from software designed for one campaign at a time.
From the guess to the proof
Cookies tell you what someone clicked. A till receipt proves what they bought.
- Item, quantity, pack size, retailer, date, price
- The whole basket, not just the promoted product
- The purchase is evidenced, not inferred
From the campaign to the relationship
The old pattern: launch, collect, close, throw the audience away, start again. We built for the opposite.
- Every campaign starts with the audience the last one built
- Between campaigns the brand stays reachable
- Loyalty, points and tiers — somewhere to come back to
From being watched to choosing to share
Data collected without transparency or a lawful basis is increasingly risky and less usable. Data consumers choose to share in a worthwhile value exchange is different.
- What they bought, what they like, what they want next
- Given deliberately, not collected quietly
- Usable in your own systems
None of this is a roadmap. It is the reason the platform is built the way it is, and the reason it is never finished: retail, regulation and fraud do not hold still, so neither do we.
Proof of purchase, not proof of click
Where a mechanic requires proof of purchase, a reward is only ever issued against a till receipt FIBRE has read and verified. Reporting therefore counts purchases, not clicks.
- ✕Impressions
- ✕Clicks
- ✕Entries
- ✕Self-declared purchases
- ✓A verified till receipt
- ✓Item and quantity
- ✓Retailer and date
- ✓The full basket at SKU level
What we do not claim: incrementality or uplift against a baseline — that needs your own sell-out data. Comparison against your own figures on request. Where a client has confirmed a campaign’s commercial outcome to us in writing, we say so and name no figure: the figures belong to the client.
A receipt is not a yes-or-no question
A basic proof-of-purchase check answers whether your product appears on the receipt. FIBRE reads out every line — including your competitors’. Other providers read line by line too; what differs is whether it is included and what it costs. And which attributes get captured is yours to define.
- ✓Product description
- ✓SKU and EAN
- ✓Quantity per line
- ✓Unit price and line total
- ✓VAT rate per line
- ✓Retailer, location and date
- ✓Flavour and variety
- ✓Weight and fill quantity
- ✓Pack size and case unit
- ✓Variant and version
- ✓Promotional and value packs
- ✓Competitor products in the same basket
If your product differs by an attribute not listed here, that is the one we read. You define the target attributes, not us.
Campaigns across 41 European markets, EU and non-EU.
Consent-based processing of personal data and CRM-ready exports.
Campaign data is processed on EU servers. Every campaign runs in its own logically separated data set; where the campaign design or local law calls for it, a market runs in its own database. This website itself is delivered through a CDN; the two are separate systems.
Signed data processing agreements on every campaign.
Seven layers of fraud screening before any payout.
Simple for consumers. Serious underneath.
A brand hands us a brief. FIBRE® runs everything after the consumer taps. What happens to every single entry:
- 1EngageCode, receipt or open entry
- 2ValidateAI extraction and rules engine
- 3ProtectFraud and duplicate detection · FIBRE Shield™
- 4ComplyMarket rules, terms, eligibility
- 5RewardCashback, voucher, prize, sampling
- 6MeasureDashboard, CRM, reporting
One campaign. One platform. One audit trail.
What your customers actually see
A branded campaign in their language, on their phone: pick a product, enter with a code or a receipt, win or claim on the spot. The experience is yours end to end; FIBRE® runs underneath.

The European operating alliance behind FIBRE®.
Competence Alliance is an alliance of specialist companies that runs your promotion end to end. FIBRE® is the technology platform they run it on.
The operating team
Strategy, legal, localisation, campaign management, consumer service and retail execution. The team that answers the phone.
The technology
Campaign infrastructure, receipt validation, fraud prevention, payouts, reporting and audit trail.
Together One supplier. One team accountable for everything.
Every engagement is contracted with Promo Consulting Solutions GmbH, Berlin, and delivered under its responsibility.
Anyone can build the software. Someone has to be responsible for the result.
A promotion is not finished when the page works. It is finished when the terms hold up in that market, the permit was filed on time, the winner has been paid — and someone is answerable if any of it goes wrong.
A named company, not a capability
Promo Consulting Solutions GmbH signs the contract, carries public liability and professional indemnity cover, and is the processor under Article 28. Behind every campaign there is a register number, an insurer and a balance sheet.
A lawyer who can be struck off
Terms and permits are assessed by an attorney admitted in that market. We coordinate; the assessment is theirs, under their professional liability. That is a chain of responsibility a court recognises, and it cannot be generated.
People where the product changes hands
A sample handed over in a kiosk. A coupon that clears at a till. A payout that arrives in a market outside the SEPA zone. None of that happens on a screen.
The mechanics get easier to build every year. The responsibility does not. That is the part you are actually buying.
One point of contact, however many companies are involved
150+ specialists across more than 20 languages deliver your campaign. These five steer it: they route your brief to the right professional team, set its direction and stay your contact from the first question to the last payout. Which member company delivers which part is named in the offer.

The portraits show real members of our team. The shared office setting was composed with AI assistance.
If a payout stalls in Serbia or a permit is stuck in Poland, it lands on my desk. Bernhard Mueller, PhD, reachable directly on +49 661 29191 488.

A receipt clears validation in seconds.
Thousands of receipts across more than 1,000 European formats have to become reliable payout decisions. FIBRE® runs each submission through AI extraction, a deterministic rules engine and fraud screening by FIBRE Shield™ — not a single black-box model.
- 1,000+ receipt formats, read line by line
- 95.5 % decided automatically end to end, measured against manually adjudicated results across 5,000 receipts
- The other 4.5 % are not errors and not rejections: flagged as uncertain, decided by a person before payout
- That share is higher in markets where small independent retailers print receipts machines struggle with. Methodology and error rates, including false positives and negatives, under NDA
Clear cases are decided in minutes; uncertain cases go to our reviewers, not your team.
We started where multi-market promotions get hard
Europe is not one market but 41 — more than 20 languages, and a different promotion law in each. Which is precisely why it is our home ground.
Where the work actually sits
Permits and prize taxes vary market by market: a ministry filing, a bank guarantee and a notary in Italy; a permit and 10 % of the prize pool in Poland; 25 % of the prize fund in Serbia and Latvia; 35 to 45 % stamp duty in Portugal; none of it in Germany. Data sits under the GDPR inside the EU and under separate national frameworks outside it, and payouts run on SEPA except where they do not.
One operating model lights up a continent.
41 MARKETS
Local promotion law, local language, local prize taxation, handled in every one of them. Adding a market is not a new vendor search.
150+ specialists in the network · 20+ languages · a licensed attorney in every one of the 41 markets · consumer support in the local language · How local delivery works →
Outside Europe: mechanics, payouts and reporting work in any market — local counsel and a new script build are quoted separately.
Campaigns that moved product, not just metrics
Brands don't hire us for concepts. They hire us because the promotion ships on time, survives legal review in every market, and produces results you can measure.
Lotus Biscoff Leisure Fun

HP Nürburgring promotion
A free race ticket with every laptop, plus a chance to ride in a race car. The promotion cleared old stock and the client confirmed a strong holiday season in writing.
The old way spreads your promotion across multiple vendors. FIBRE® consolidates the operation into one contract and one accountable point of control.
Here is what a typical five-market promotion looks like without and with FIBRE®.
The vendor patchwork
- A promo agency per region, a tech vendor, a validation provider
- A law firm briefed separately in every market
- 8 to 12 weeks lead time before anything goes live
- Five contracts, five invoices, five points of failure
- Costs that are only final after the campaign ends
One fixed operating fee. Clearly defined additions.
- Purchase promotions, gamification and loyalty, all 41 markets, one system
- Compliance packs reviewed by in-market counsel and practice-tested
- Live in 48 to 72 hours, for onboarded brands
- One contract, one PO, every cost category agreed before launch
- No cost category appears after the campaign that was not agreed before it
What the fixed operating fee includes
One fixed campaign operating fee, plus a pre-agreed price per confirmed receipt and the consumer reward budget. Three lines, all three agreed before launch.
- The FIBRE® platform
- Campaign build
- Legal compliance and verified terms
- Receipt validation technology, including 1,000+ receipt formats
- FIBRE Shield™ fraud prevention
- Consumer support
- Standard reward and cashback mechanics
- Live reporting
Included is the technology, billed separately are the transactions. Receipt validation runs on FIBRE and the technology is part of the operating fee; each confirmed receipt is billed at a rate agreed before launch, so you pay for proven purchases rather than for traffic. Cashback payouts, prizes and prize procurement, plus any bespoke development, third-party integrations or special mechanics, are quoted separately and always labelled as such. See what's included and what sits outside the operating fee →
How much coordination does your current setup carry?
Move the sliders. The numbers update to show what FIBRE® replaces.
Illustrative model based on a typical multi-vendor setup: regional agencies, tech and validation providers, and separate legal counsel per market.
See calculation assumptions
The figures are structural, not price quotes. They show how coordination effort typically scales in a multi-vendor model, and what a single operating platform replaces.
- Vendor contracts assume, per market, a local agency plus shared technology, validation and legal counsel. More markets mean more parallel relationships to manage; FIBRE® consolidates them into one.
- Lead time grows with each market added, because terms, permits and localisation run in parallel and need alignment. A single platform and one legal network shorten this.
- Invoices per year follow from the number of vendor contracts multiplied by the campaigns you run. One operating model means one invoice line instead of many.
Your own numbers will differ by market mix and campaign design. This model is here to show the shape of the saving, not to quote it.
Platform, legal, execution and retail activation usually live at four different vendors who have never met. We built them as one product, under one contract. See everything we do →
Trusted to run the promotion, not just design it.
"Our internal effort stayed minimal."
"With the team we ran sampling promotions for Bepanthol that let customers experience the product's benefit right at the point of sale. The activations were superbly planned and ran with complete professionalism, the response from retail and from consumers exceeded our expectations, and thanks to evaluations and live reporting our internal effort stayed minimal. After years of mixed agency experiences, this was a different league: a partner that doesn't just plan promotions but actually runs them."
"I’ve run activations and prize promotions with this team, and what stands out is how completely they take over the operation: the mechanic, the prizes, fulfilment and compliance, all handled, planned to the last detail and delivered exactly as promised. Every time, participation and reach came in above what we had expected. These are people who can run a promotion, not just design it."
